Challenges for Cities and Regions. The major challenge facing this and the next generation of architects, planners and builders is how to develop land use patterns that respond to the demands of the post-carbon age and provide a high quality of life for future generations.  How our profession adapts to the need for reducing dependency on fossil fuels and contributes to the use of new technologies and approaches to planning and development that foster sustainability is critically important and will be the focus of the SCUPAD Congress 2008.

To date, much has been learned about how global warming will adversely affect our present way of life and many strategies have been developed on how to reduce our ecological footprint.  Specifically, many examples exist on how cities and regions can adjust patterns of consumption, eliminate waste, become more energy-efficient and become independent of fossil fuels. As well, many have been exploring alternative energy sources, ranging from tapping geo-thermal sources of energy to harnessing the ebb and flow of tidal changes, wind and solar energy.  Some corporations have begun to adapt techniques of production and the design of products that both reduce the consumption of natural resources and eliminate the production of waste. We have the knowledge of how to change, but the challenge lies in stimulating political leadership to implement these changes rapidly.

Cities throughout the world are subject to radical changes. The collapse of communism, the abolition of apartheid and the emergence of the post-industrial and globalized economy all have had a profound effect on the size and quality of many cities.
Nevertheless, cities can develop responses and devise solutions to address these changes in order to better their future.

  • What are the factors that underlie the qualitative and quantitative changes that occur in cities?
  • What role are global political, social, economic and environmental events playing in shaping our cities?
  • How are some cities addressing the adverse impacts of these changes and taking advantage of the positive aspects of change to foster the qualitative improvement of their cities?
  • What are the strategies that have been used and how and why did they work?

»The study of cities is today marked by a paradox: much of the urban growth of the 21st century is taking place in the developing world, but many of the theories of how cities function remain rooted in the developed world.«
Through case studies and workshop discussions, Congress participants will consider this dichotomy and explore the challenges of the new urbanization process, including issues such as:

  • How are basic needs for shelter, water, electricity and sanitation met in the informal settlements?
  • How are the informal settlements organized?
  • What are the differences and/or similarities between various cities re planning and decision-making?
  • How should planners deal with urban informality?
  • What can planners learn from the »unplanned« aspects of this urbanization?

Forty years ago, a group of architects and planners established SCUPAD after attending a Salzburg Seminar on Urban Planning and Development. To mark this anniversary, the SCUPAD Congress 2005 looked back over the last forty years to reassess past practices, learn lessons of that experience and looked forward to encourage a direction of fresh and sustainable planning principles. In so doing, the Congress examined:
- What did we learn from the recent past?
- What are the ways to deal with the challenges now and into the future?
